Isolation Housing for COVID-19
Project Roomkey

Operation Comfort provides short-term isolation/quarantine housing for those with a positive COVID-19 test, active symptoms of COVID-19, or those who have had close contact to someone with COVID-19. This resource is available to people experiencing homelessness and those living in extremely overcrowded housing who are unable to isolate or quarantine safety as home.
A list of approved referral agencies, including hospitals, acute care facilities, clinics, emergency shelters, and homeless outreach teams throughout the county can assist with the referral process for Operation Comfort.
Here are two checklists (for clients and annotated for providers) that referral providers can use when referring a guest into Operation Comfort.
If you represent an agency that is not on the approved list of referral agencies and you have a client or know someone who falls into the criteria above for Operation Comfort, please contact one of the approved agencies in your area or contact Health Care for the Homeless at (510) 891-8950 or achch@acgov.org.

Safer Ground Program
Safer Ground provides non-congregate shelter emergency housing resources for individuals experiencing homelessness at high-risk of developing acute disease or complications from a SARS-CoV-2 infection (COVID-19) and who would benefit from physical distancing and non-congregate shelter as a precautionary measure. The Safer Ground Hotel Voucher Hotel Program is not currently accepting new referrals.
